We the Chamberian people, in order to secure a sanctuary where the Celestial Values and the pursuit of knowledge might be upheld, do enter into an agreement with the Heartlander Confederation  in order to continue the Free City where these might safely be sought. As Free City we do not mean to be a separate member from the rest of the realm and reaffirm that we always have been and always will be an integral and active member of the Realm. 

 

The Hearlander Confederation and the Free City de Chambery do therefore affirm this charter to serve as a vassalage contract.  

 

 


 

I.) The town of Chambery-sur-Petra, also to be known as the Free City de Chambery, shall be given the status of vassalage as a free city within the Heartlandic confederation to serve as both a port of trade and a sanctuary of free enterprise.
 

II.) Furthermore, the Free City de Chambery shall be recognized as a separate polity and entity from the archducal capital and the various seats of the nobility. It shall therefore be granted full political autonomy and the ability to manage its own internal affairs within the Commonwealth. The selection of its leaders shall not be infringed upon in any way.

 

III.) Founded on the principles of liberty, free enterprise, and the defense of the rights of the individual, the hereditary peerage and other aristocracy of the Commonwealth shall hold no sway over the free riverland peoples of Chambery-sur-Petra, apart from the nation’s sovereign and their Councilors & Officers acting in their name. 

 

IV.) Those independent businesses and guilds which reside within the Free Port of Chambery shall be allowed to freely host their headquarters within its municipal borders, engage in international dealings, issue publications, and train personnel without hindrance or persecution.

 

V.) The Free Port of Chambery shall retain the sole power to tax, or exempt from tax, those that reside within its municipal boundaries.

 

VI.) In return, Chambery-sur-Petra will provide a stream of taxation revenue to the Commonwealth of a reasonable amount to be agreed between both the government of the Free Port and the government of the Commonwealth.

 

VII.) Although a majority Canonist settlement, the private practice of religious and cultural traditions held by minorities who reside within the Free Port of Chambery shall be permitted within its municipal borders.

 

VIII.) Chambery-sur-Petra shall retain the ability to appoint a sheriff or a constabulary to arbitrate disputes and keep the peace within its borders, should such become a necessity in the future.
