I first would like to give my perspective of the roleplay that occurred, as context to the situation that then developed a few days ago. I was roleplaying with Jebus on Saturday morning, where his character Bworki informed mine (Narvi) about serious allegations made against Ulfar (Enderking) by Alaric (Hrokaz). Obviously, given the Ironborn insinuation made (a cultural taboo topic) as well as attempts to paint Ulfar as going to cause racial tensions within the sub-races of the Dwarves, this seriously concerned my dwarf, and I informed Enderking about it in RP and organised an investigation with one of my Legion officers. I was supposed to announce this investigation at the dwarf moot held later that day, but due to reasons I’d rather not get into here, I left the meeting, and one of my officers told the clans on my behalf. Alaric denied it, and that was that.
That was the roleplay thus far. It has developed since, but that isn’t strictly relevant as I wish to now touch on an incident that occurred on Monday. The Mountain Dwarf clans had put out a joint statement, and Hrokaz at first seemed to be taking it in good faith. But pretty quickly it devolved into an argument (and initiated by Hrokaz) as he started complaining about the nature of the post and that it was not objectively true. I told him to argue that in roleplay but he began complaining about the ‘joke’ of the Dwarven justice system - and it’s true our Justiciar hasn’t been around lately but that should be addressed in roleplay. He begins complaining about the nation and insisting nothing will happen in roleplay, demonstrating a clear inability to show good faith in roleplay by denigrating the character of his… roleplay opponents in a public channel. I told him to chill and handle it roleplay, pointing out this was not a good look (as he is currently running for NL of the Dwarves) yet he continues to insist nothing will come of it in roleplay entirely denigrating that medium and conflict roleplay. I told him to stop and to take it to dms or our debate channel though the others didn’t want to continue the discussion there. At this point, as Hrokaz was complaining about an absentee Justiciar I made the valid point that we could have had an NL on Saturday as they were the only two candidates. Hrokaz had in fact returned to the Dwarves the day before to do just that, and I would like to stress his selfishness here in the context of his prior attempts to become NL of Urguan (a total of 4 times, 5 now) that the majority of the community that roleplays in the capital had nominated Chum yet he Hrokaz insisted on dragging out the process for his own ego even as he has consistently been rejected by the Dwarves in his attempts to become NL, to tie in to what has already been said by Jebus and Serf about his character. At this point he began to defend his roleplay claims in the ooc chat and that they were all ‘factually true’ showing a complete inability to comprehend that others would naturally take offence to that in roleplay as slander; and I believe a prime example of ooc and roleplay blending together for this player. I tried to point out why this would be taken that way but he refused to listen, insisting on the truth of his roleplay claims. Around this point I referenced the countless times he has complained about roleplay in ooc, some of which is evidenced above, though he insisted he wasn’t venting and that continued to argue the point (that I had previously stated should be resolved in roleplay and not in an ooc medium) thereafter he mischaracterised the entire impetus as ‘Jeebus’ consciously lying oocly despite the screenshot evidence posted above and I would like to state here that even if Jebus modified the exact phrasing (which would naturally have occurred given the fact he wasn’t quoting it word for word from logs) the intent was there in what his character had said. Around this point the argument was getting repetitive, so I ended it by saying we would roleplay later.
On an aside, and while not strictly relevant to subject matter that initiated the report, I would like to stress that this is extremely common behaviour from Hrokaz - (the evidence is numerous but would inevitably drag out my reply, mods may contact me for some of it if they wish) who seems to consistently blend roleplay and OOC, so that any ‘move’ made against him in roleplay is an apparent personal attack on his character. I believe this is evidenced by a continuous belligerent and defensive toxic attitude with which he responds to roleplay as shown numerous times in this report and its replies. As a community leader within Urguan and someone who has been familiar with him and his antics for years, I’d like to stress the general community dissatisfaction with Hrokaz’ continued bad-behaviour and would advocate that he receive a significantly harsher sentence than my friend Jebus has advocated. I believe his behaviour repels new players from our community, who are unhappy with the toxic environment he inevitably fosters with his consistent whinging about anyone disagreeing with him on a point or any negative roleplay upon his character (and by extension for him his person), that inevitably spawns long arguments that frustrate anyone involved and generally wastes everyones time. Others have protected him in the past, partly because he can be extraordinarily charming to newer players and usually paints himself as the victim in any situation along with the general laissez-faire attitude from Urguan’s leaders towards the discord, but at this point enough is enough. I believe he has no place on the server with his present attitude towards role-play and other players on this server, let alone the Dwarven community.

ENDORSEMENT
Duty and service are not words to be thrown around lightly; serving as Grand King is the greatest privilege that a dwarf can enjoy, and it is also the greatest responsibility. It is for these reasons that the Legion of Urguan hereby endorses the candidacy of Ulfar Starbreaker for Grand King, who is the only candidate who can be counted on to sponsor the Legion and advocate for its interests; he has pledged to aid in the reconstruction of the Legion Hall, promises a port solely controlled by the Legion and regular wages. Ulfar is a dwarf who has long served our people, fighting in countless wars in the realm's defence, and has served loyally in the renewed Legion of Urguan. He has struck the earth and established new colonies for our people in service to the Worldmaker. He understands the need for change and reform to fix the issues that permeate our society today and is a leader that we strongly believe can take up the mantle of kingship. More to the point, he understands the personal sacrifice this entails and strives only to do his duty to his people. With many threats on our borders, Ulfar Starbreaker is exactly the kind of strong leader Urguan needs, one that can bring unity to the Khazadmar. A leader who can return us to our ancient ways and the glories of our forefathers.

EDICT OF MILITARY EMERGENCY
Mandated by the Obsidian Throne
As of the 9th of Dungrimm’s Call, it is ordered that the Grand Kingdom of Urguan shall undergo a state of military emergency, to ensure the safety of the Khazadmar in response to the Darkstalker threat.

All abled-bodied Dwarves over the age of 18 are summoned to enlist within the Legion as Grunts; report to your nearest officer for information. New recruits will be granted rations, equipment and legion bunks.

Yrromar are also encouraged to enlist within the Legion as auxiliaries to help defend the lands of Urguan against threats that imperil them.

A curfew is ordered: Dwarves in the workforce or otherwise undergoing private enterprise are advised not to leave the capital without sufficient military escort. It is also advised that every dwarf arms themselves with aurum or blunt force weaponry to defend themselves.

The forest Dwarves of Hefrumm are likewise advised to remain in their village until the roads are safe.

Legion Patrols will occur regularly to clear the roads of Darkstalkers threatening the safety of the Khazadmar. The gates will likewise be under double guard.

THE LEGION
As a disciplined and experienced military force, the Legion represents the might of the Dwarves. Members of the Legion are utterly committed to the service of their nation, prepared to defend their people from any internal and external threats that may agress on their mountain home.
WHY ENLIST?
Enlistment in the Legion is a great honour, offering the opportunity to serve with comrades in arms and advancing your status in Dwarven society through genuine meritocratic progression in a system that recognises talent and dedication above all. Additionally, you serve Dungrimm in combat through the honour and glory inherent in your valorous deeds. Once you reach the required rank, there are also several financial incentives, such as pay, tax benefits, etc. Your Kingdom calls you - Join the Legion today.
REQUIREMENTS
A dwarf must:
Be a beardling of age, i.e. eighteen years.
Be of sound body and mind.
And possess a good grasp of Urguanic law.
Not be an Ironborn.
All Yrromar must seek a special exemption to enlist, though admittance is generally limited.
HOW TO ENLIST
To enlist in the Legion, one must fill out the following form and seek out a Legionary officer.
HIERARCHY
COMMAND
GRAND MARSHAL (III)
As the commander of the Legion, the Grand Marshal is specially appointed by the Grand King and directly manages his subordinates' duties, promotions and rewards. The Grand Marshal leads the Legion into combat and is the finest soldier it has produced.
TRIBUNE (II)
Executive officer of the Legion, the Tribune is given delegated duties from the Grand Marshal to manage all administrative aspects of the Legion. He is also responsible for the issuance of rations, standard-issue weaponry and uniforms. In the Grand Marshal’s absence, the Tribune takes command of the Legion.
LEGATE (I)
Junior officers of the Legion, they are worthy soldiers who have been promoted from the ranks. Legates are expected to assist in organising the Legion, and ensure the protection of the Kingdom from any threats through patrols and preparing the troops for battle.
RANK AND FILE
PRIDEBEARER (III)
Pridebearers are the elite rank attained upon exemplary service; they receive the highest pay in the rank and file and financial exemptions. However, they are expected to take the lead in combat situations and have authority over inferior ranks. Promotion Requirements: 150 Honour, attend 6 Legion practices, 5 Legion events/battles or donate 10 stacks of military resources.
IRONGUARD (II)
Ironguards are the Legion's regulars; this rank is attained once the oath of loyalty to the Legion is taken. These soldiers are expected to perform most of the day-to-day duties and attend Legion training and combat missions. Promotion Requirements: 50 Honour, attend two Legion practices and either attend a Legion event/battle or donate 2 stacks of military resources.
GRUNT (I)
Grunts are the raw recruits in the Legion; once a dwarf completes their enlistment papers, they are immediately granted the rank of Grunt. These soldiers are not accorded the privileges granted to superior ranks (i.e. payment) and have yet to take the oath of loyalty, guaranteeing their place within the Legion.
THE OATH
The oath is the bond that ties a dwarf to the Legion and his comrades in arms. It is sworn in part to the Gods and the realm, so breaking it is considered sacrilege. The contents of the oath are not public knowledge. The oath is binding until death or until released from it by a Legion officer.

The Grand King Thurgrim Silverbraid has decreed that the Dwarves of Urguan are summoned for a muster in the Legion Hall next year on Armakaks Labour to voluntarily enlist in the Legion of Dungrimm. Service will guarantee every serving soldier benefits on behalf of the state, but in these times of financial hardship, after the monumental and costly project of renovating the capital, payment will be issued in kind for the next few years until the Kingdom’s coffers are replenished. Any arrivals are expected to bring heavy armour and a pony at their own expense (required material for armour can be purchased at the Workforce shop, located next to the Legion Hall), but uniforms befitting the rank of new volunteers, as well as standard-issue weaponry will be distributed. All those interested in enlistment are required to fill out a recruitment form beforehand, to be delivered to either the Grand Marshal or Quartermaster of the Legion.
